The Regional State Administrative Agency published a steering letter on the use of video recordings and disproportionate burden

The Accessibility Supervision Unit has discovered that there is a misinterpretation of the accessibility of recorded live broadcasts among many actors covered by the scope of the Digital Services Act. Among the actors, there is a very common practice, especially when it comes to recordings of live broadcasts that are not available in accessible form, to remove them from the digital service within 14 days. According to the Digital Services Act, 14 days is the time limit within which the recordings must be made accessible, not removed.

The unit for accessibility supervision has drawn up a steering letter to clarify the interpretation. The steering letter contains, among other things, checklists for which measures must be taken when recording live broadcasts and the video and when you can refer to disproportionate burden.

The steering letter is available in Finnish and Swedish:

Ohjauskirje tarkentaa tulkintoja videoista ja kohtuuttomasta rasitteesta (this will take you to saavutettavuusvaatimukset.fi)

Styrningsbrev angående videor och oproportionell börda (this will take you to tillgänglighetskrav.fi)
